Raffles Town Club site slated for future residential use after lease expiry in 2026
SLA and URA have announced that the lease on 132,639 sq ft plot of land currently occupied by Raffles Town Club in Bukit Timah, located at 1 Plymouth Avenue in District 11, will not be renewed when it expires on October 17, 2026. RTC will however be allowed to remain at the site until the lease ends.
The site is within walking distance of the Stevens MRT Interchange and is less than a five-minute drive from the Singapore Botanic Gardens. It is close to various schools, including Singapore Chinese Girls’ School, Nanyang Primary School and St Joseph’s Institution.
Lee Sze Teck, senior director for data analytics at Huttons Asia, believes that the plot, which is located within a private residential enclave, will be sold for private housing. He predicts that a plot ratio of 1.4 is likely, given the surrounding low-rise developments, which could potentially result in a luxury development with 160-190 units, averaging 915 to 1,076 sq ft. If the site was to be sold today, it could draw a winning bid of over $1,500 psf per plot ratio, he estimates.
Eugene Lim, key executive officer at ERA Singapore, believes that the site may be granted a higher plot ratio, of 1.6 or 2.1, given its location at the corner of Whitley Road and Dunearn Road. This, he suggests, could enable the development of a taller structure to act as a landmark for the intersection.

SLA and URA emphasise that the redevelopment of the site for residential use will “support future housing demand and enhance the residential character of the precinct”. Recent condo resale transactions within a 500m-radius of Raffles Town Club appear to support this view.
With the lease on the site set to expire in 2026, the development of the plot may turn out to be an exciting prospect for potential home buyers and investors looking for a potential luxury project with units of great size in a convenient locale.
